What certifications do you need?
The primary certification is CBE (Certified Business Enterprise), administered by DC's Department of Small and Local Business Development (DSLBD). CBE is DC's local small business preference program — it is the certification that prime contractors use to satisfy the 40% DC-certified participation requirement.
To qualify for CBE:
- Your principal office must be physically located in DC
- The majority owner (51%+) must be a DC resident
- Annual revenues must be below the NAICS-specific size standard
- Business must have been operational for two years (waiver available for newer businesses)
If you are not CBE certified, apply now at dslbd.dc.gov. The process takes 45–90 days. Given the RFK construction timeline, businesses that start their CBE application in spring 2026 will be certified and ready when the largest wave of subcontracts opens in late 2026 and 2027.
If you already hold CBE certification, confirm it is current and not expired. CBE must be renewed every two years — a lapsed certification removes you from set-aside eligibility.
